Objectives: I believe that the Board of Police Commissioners can and should play a much more proactive and involved role in areas related to traffic issues in Newtown, the development and submission of annual budgets for the Police Department, the development of strategy and input into the labor negotiations for labor agreements with the Police Union and the resolution and completion of critical and long standing issues such as Queen Street sidewalks, and specific areas where excessive speeding has and continues to take place.

In addition, our Police Department, which is superior in quality, needs and deserves to have an elected body in the form of a Commission that promotes this long tradition of superior service and properly brings it to the attention of the citizens. The Commission should take the lead in explaining and promoting the needs of the Department in both the annual budget request process and the longer range CIP planning process. 

My successful private sector business background and service in elected positions on Newtown’s Board of Education for four years and the Board of Selectmen for two years with many dealings with other Town bodies will enable me to meld that background and experience into bringing our Police Commission to a higher state of involvement and accomplishment.

We must not think that the solution to problems is to assign yet another “study” to determine a course of action only to have it sit idle in a filing cabinet. Objectives must be set and targeted for attainment.


Paul J. Mangiafico has a history of success and accomplishment both in the private and public sectors. He is a retired senior management corporate executive. He also has served in publicly elected offices. He and his wife of 50 years, Maxine, have three grown children and six grandchildren, three of whom live in and attend school in Newtown. After a very successful corporate career that resulted in the opportunity to live in many locations in the country he and his wife Maxine chose to relocate to Newtown upon his formal retirement. His interest and commitment to Newtown’s well being both for the short and long term has been clearly demonstrated.

Paul is currently retired but still actively sought after to consult in the packaging industry. His general management skills and ability to rationalize long term benefits from proper planning and adherence to disciplined execution of plans is a benefit which will advance the Town’s position educationally, fiscally, and culturally. He believes strongly that government leaders must be proactive in communicating with the general public, in planning for the future and also lead by example. His private sector experience has ingrained in him a fiscally conservative orientation with a record to support his belief that government must derive superior value for its expenditures and eliminate wasteful programs. He also believes that we must prioritize our needs and make hard choices in line with our ability to pay as we go without mortgaging future generations. 

Paul has served as Vice President and Executive Vice President in operations for several major corporations. He holds a B.S. Degree in Mechanical Engineering and a M.S Degree in Management. He lectures and speaks to sales and industrial manufacturing groups on joint value driven cooperative programs. He has attended executive development programs at the Harvard School of Business and the Darden School of Business at the University of Virginia.
